A GDPR cookie consent banner for PrestaShop

Cookie Consent is Flag Agency’s PrestaShop module that shows the cookie banner the way the Italian Data Protection Authority’s guidelines require: equally weighted Accept all and Reject, preferences by category, a consent log and a generated cookie policy. It works on PrestaShop 9 and costs €29 + VAT.

Is Cookie Consent included in Flag Theme?

Yes: Cookie Consent is one of the 24 modules included in Flag Theme, our PrestaShop 9 theme. If you’re about to change theme, Flag Theme already has it built in; if you like your current theme, just buy the module.

In the theme the banner also does the trickiest part: it blocks tracking scripts until consent. And the theme already includes Online Withdrawal, the withdrawal button required since 19 June 2026.

guidelines

What do the guidelines require from a cookie banner, and how does the module do it?

The Italian Data Protection Authority (Garante Privacy) requires that only technical cookies run before a choice is made, that rejecting is as easy as accepting and that the choice can be changed at any time. Here’s how Cookie Consent does it.

Requirements of the Garante’s cookie guidelines (10 June 2021) and what the module does
What the guidelines requireWhat the module does
Only technical cookies before a choiceWith Flag Theme, statistics and marketing scripts stay blocked and only run after their category is accepted.
Rejecting as easily as accepting“Accept all” and “Reject” have the same style, size and contrast.
Closing with the X isn’t consentThe X records a rejection: “Close and reject non-essential cookies”.
Scrolling isn’t consent, no cookie wallThe banner stays until the visitor chooses, and the site can still be used.
Choice by category“Customise” opens the preferences: one switch each for statistics, marketing and preferences, with the list of cookies. No pre-ticked boxes.
Don’t show the banner on every visitThe choice lasts 6 months; you can set anything from 1 to 12 months.
Show it again when something changesIf you add new services, the back office suggests a new cookie policy version and the banner reappears for everyone.
Withdraw consent at any time“Cookie preferences” button in the footer with Flag Theme and “Change preferences” button in the cookie policy.
Prove consentA log of choices with date, categories, version and anonymised IP, exportable to CSV.

The default banner and cookie policy texts follow the guidelines, but your legal adviser should always review them.

what it does

What does the Cookie Consent module do?

  • A banner at the bottom with short text, a link to the cookie policy, “Accept all”, “Reject”, “Customise” and the X to reject.
  • A preferences window with one switch per category and the list of cookies: name, provider, purpose and duration.
  • A generated cookie policy at /cookie-policy (you choose the address), with cookie tables by category; if you prefer, you use your own CMS page.
  • A cookie list that’s already started: PrestaShop’s technical cookies are already there. With Flag Theme, when you add Google Analytics 4, Tag Manager, Google Ads, Meta Pixel, Hotjar, Clarity, TikTok, LinkedIn, Pinterest or Microsoft Ads, their cookies appear by themselves.
  • A consent log with filters, percentages and CSV export, which cleans itself after 24 months (you can change this).
  • No banner when it isn’t needed: if the shop only uses technical cookies the banner doesn’t appear, but preferences and cookie policy remain available.
  • Keyboard accessible: Esc closes the preferences without saving, focus returns to where you were and the banner doesn’t cover the element you’re on.
  • Lightweight: the banner’s scripts and styles load only when needed; visitors who have already chosen download nothing.

with or without flag theme

Do you need Flag Theme to use Cookie Consent?

No, but with Flag Theme it’s complete: blocking scripts until consent is done by “Scripts and tracking”, a theme feature. With Flag Theme your scripts only run after the visitor says yes, and their cookies enter the list by themselves.

With another PrestaShop 9 theme the module shows the banner, preferences, cookie policy and log, but tracking scripts must be linked to consent by hand (the module notifies the page with a JavaScript event at every choice) and cookies must be added to the list by hand. If you already use iubenda, Cookiebot or CookieYes in Flag Theme, the module steps aside and shows nothing.

faq

Frequently asked questions about the PrestaShop cookie banner

Does the banner follow the Italian Data Protection Authority’s guidelines?

The module applies the rules of the Italian Data Protection Authority’s cookie guidelines of 10 June 2021: rejecting is as easy as accepting, the X counts as a rejection, scrolling isn’t consent, choices are made by category and kept in a log. Your legal adviser should still review the default texts.

Does it block Google Analytics and the Meta Pixel before consent?

Yes, with Flag Theme: scripts added in Scripts and tracking stay blocked until the visitor accepts their category, Google Consent Mode v2 included. Scripts added by third-party modules and embedded videos or maps must be moved into the theme’s scripts or blocked by hand.

Does it work without Flag Theme?

Yes, on PrestaShop 9 with another theme it shows the banner, preferences, cookie policy and consent log. Automatic script blocking, however, is a Flag Theme feature: with another theme, tracking scripts must be linked to consent by hand and cookies added to the list by hand.

Can I use it if my shop shows AdSense ads?

No. For AdSense and Google Ad Manager, Google requires an IAB TCF certified consent platform, and Cookie Consent isn’t one. In that case you need iubenda, Cookiebot or CookieYes, which Flag Theme already supports.

Where are consents stored?

In your shop’s database, in a log with a random code, date, choice, categories, cookie policy version, page and anonymised IP address. The log isn’t linked to customers, can be exported to CSV and cleans itself after 24 months, unless you choose a different period.

Does the banner slow the shop down?

No: every page only gets a small script of about 1.5 KB. The rest of the banner loads only when needed, that is on the first visit or when preferences are opened; visitors who have already chosen download nothing.
